Grant for Green Infrastructure!

Clearwater is pleased to announce a contract award to a partnership of five organizations of $99,944 from the New York State Department of Environmental Conservation (NYS DEC) Hudson River Estuary Program and the New England Interstate Water Pollution Control Commission (NEIWPCC). Support for the project is provided through the NYS Environmental Protection Fund.

The contract will fund a portion of a $126,000 project to design and construct an array of “Green Infrastructure” practices along the Fall Kill Creek in the Middle Main neighborhood of Poughkeepsie, NY.  The proposed system includes routing stormwater to landscaped areas that will retain and treat the runoff before it enters the Fall Kill or storm sewer system.  The stormwater will be managed through a variety of practices such as enhanced tree pits and permeable paving, all connected to a bioretention area with diverse native wetland plantings. Once completed, the historic building, adjacent green spaces, and stream access will provide public attractions and examples of forward-thinking redevelopment planning.  The Fall Kill is a tributary stream flowing to the Hudson River Estuary.

The Fall Kill’s Humble Beginnings

At the northern edge of the watershed, in the Town of Clinton off of Meadobrook Lane, you can actually see where the Fall Kill is “born” from a freshwater spring! The ridge you see is a watershed divide between the Fall Kill and the Crum Elbow Creek – the Fall Kill’s neighbor to the north that enters the Hudson River at Hyde Park.

You can clearly see two lines of vegetation forming where water is seeping up through the ground, where they converge at a plot of cattails and other wetland plants,  and where the Fall Kill sees it’s first light on the other side of the road!

FALL KILL PROJECT AWARDED EPA GRANT

The US Environmental Protection Agency has awarded the Urban Waters Small Grant to the Fall Kill Creek project, helping to launch the next step in engaging Poughkeepsie citizens in the creek’s revitalization. Out of nearly 600 applications nationwide, the Fall Kill project was one of 46 grant recipients. The grant is part of the EPA’s Urban Waters program, which supports community efforts to improve access and quality of urban waterfront spaces.

The grant shows faith on a federal level that the goals of the Fall Kill Plan—improving creek water quality, re-imagining the creek’s edge, installing dynamic signage, engaging the community and catalyzing enduring stewardship—are achievable. The grant will specifically go toward working with citizens in the Fall Kill watershed, as well as Clearwater, Nubian Directions, People Art Urban Space Exchange (PAUSE), and the Urban Landscape Lab at Columbia University. COMMON COUNCIL MEETING HELD MONDAY

Clearwater and the Fall Kill design team presented to the Common Council on Monday, June 4 at Poughkeepsie City Hall. The team presented the proposed project Master Plan, its motivations, pilot site designs, and signage designs. Nubian Directions and other funded projects were also discussed.

Former Mayor of Poughkeepsie Nancy Cozean said in response: “This will help get young people out into the city.” Regarding the signage project, she called it “just fun” and added: “The Fall Kill can get people off of the bridge and into the north side neighborhoods. This project will help us enjoy the wonderful rich resources that our city has.”

Bob Mallory, City Council member for the Third Ward, asked how and when the city would need to be involved in future funding efforts.

NUBIAN DIRECTIONS STARTS WORK ON FALL KILL

When Mario Johnson heard about the Fall Kill Plan, he saw it as an opportunity to join the goals of job creation, community outreach and environmental stewardship. Johnson is YouthBuild Mentoring & AmeriCorps Program Coordinator at New Directions, a Poughkeepsie community development organization that provides job skill training for under-employed residents.

FALL KILL WATERSHED COMMITTEE MEETING: MAY UPDATE

The third public meeting was held on May 1, 2012 at the Poughkeepsie Public Safety Building. The discussion was focused largely on signage-related issues, including the engagement of the community with sign content and design. Other topics included a relatively new partnership with the Nubian Directions, possible oral history plans, summer events, and the CWP Urban Watershed Assessment.
